Cheap for a reason.
I bought this to use with my first lap steel, a Gretsch G5700. The tone bar works ok, but the top "corners" are quite sharp and make it uncomfortable to use. The finish is wearing off where the bar makes contact with the strings, after just 3 or 4 hours of use. There is a brass colour underneath. As for the picks, the plastic thumb pick is ok. The metal finger picks are thin and flimsy, and not really suitable for use. They bent too easily and didn't stay on my fingers. I've binned those. The plastic finger picks didn't fit me so I can't comment on them. I haven't tried the metal thumb pick.I've since bought a Shubb SP2 tone bar which is very comfortable as the edges/corners are rounded and don't dig into my hand.
