Our dog is 16lbs and was a tight fit and was able to fit under the sit without any issues. Before boarding he was was able to stick his head out and was more comfortable. Once he is in the airplane, depending on the airline must be inside at all time.

Q: what is best cat carrier on wheels for cat weighing 22 lbs ?

This is a wonderful carrier but I am worried about your 22 pound cat not being able to move around vry much. Perhaps a hard carrier for medium sized dogs would be better and if you are handy, you could add a base with wheels and a soft handle strap. I would love to see your cat. Good luck and sorry I probably did not help you very much.
