Yes it has that symbol on the bottom of the dispenser.

Q: Do you have to keep the tap constantly pressed with one hand while dispensing?

no the tap stays open until you release

Q: Do they get delivered separately? I have only received 1 when it clearly states that there should be 2.

Mine is the same I only received 1, I contacted Amazon and they said we would order a replacement 2 will arrive and then you return the first one. Only for the next parcel to arrive with only 1 in it. So I asked Amazon to cancel return! It clearly states 2x3L and they're only sending one on each purchase.
