Would this kibble be tiny enough for a Teacup Chihuahua ?

My view would be no the kibble is quite large my toy dogs struggled to eat it

Is it ok to add your complete dry food to another brands steamed canned wet food?

Its been a while since I had this dog food... but I see no reason why one could not add another brand to eke it out,

The calm and relaxed packaging has changed. are the kibble pieces now smaller than before? or same size?

I think the packaging has changed but for the better! It seals so much better now however I do agree the kibble is a little smaller now but the doggo still LOVES it
