Q: Do I need to buy a mandrill for this disc

Yes I am afraid you need to buy the "speedclic" madrill separately this usually doesn't come with standard Dremmel drill package. Amazon sell them for £7.96, alternatively if you want other bits as well consider getting something like Dremel 100 Piece Modular Accessory Set that includes the speedclic, though at £24 not cheap.

Once you take the wrapper off. Look on the underside, when you have removed all of the wrapper the discs are released from the bottom by pushing the sliding a disc out. The container acts as a dispenser releasing one disc at a time
