No it doesn’t it is designed for the Topeak mtx bags with the track.

Q: Does it have stainless steel mounting hardware?

Only the part that mounts to the part of the frame next to the seat post is stainless steel.

Q: Will this fit my Women's Connondale Trail 6 Bike?

It all depends if your bike has rear disks or not. Topeak make different for different bikes. We have different racks on ours.
