Q: Do the side cutters meet fully? I bought a pair on eBay and had to return them as the side cutters did not meet.

i believe that they are designed to crimp the clips on the side and cut on the top, just as Knippex no i have and use both types

Q: does this tool both install only, or also remove hose clip ?

Only for installing. It will pinch the clip for tightening. I do not think you need a special tool for removal. Need flat screw driver to widen the pinched part of the clip and then use same screw driver to disengage the clip teeth. It is always recommended that once this done you should use a new clip and discard the old one. Good luck.
