Q: Can this clock be permanently silent, i.e. can I switch off the chimes, or only make it quieter with the volume control. Does volume go to zero?

Yes, the volume control on the back of the works can be turned right down; no problem. It switches off automatically at night from 1045pm to 600am; there is no way to make it chime at night. Mine is an excellent time-keeper.
