Q: Can these be used to paint on top of icing or are they just to colour the icing?

I have only ever used them for mixing into sugar paste, but I don't see any reason why you would not be able to use them as painting as you would water colours on a canvas. I would even try mixing colours on a palette and then hand paint direct onto the cake, but then I always like to experiment. Hope this helps? Good luck

Q: Can these tubes be used individually to decorate cookies?

No I don't think so .They are for colouring raw cake/biscuit mixture.

Q: Can these be used to color chocolate?

No Colour Splash gels are water based and are therefore no good for colouring chocolate. Sugarflair do a range of edible chocolate colours which are designed for colouring chocolate you should give those a look.

Q: Can this be used for colouring buttercream??

If you use sml amount yes. Difference in this liquid form,is the fact its concentrated. So only need a little. So Fondant and Buttercream do not go wet
