Do you put the plastic package inside or take the wipes out of the package and I to the warmer?

I keep the wipes in the package but take the plastic piece off so the wipes is easily accessible

How do I put water in this?? Has no instructions I have no idea how to work this 😡

Sooo, I rarely use it, it is supposed to warm already moist wipes. It has 2 ft cord, too short. Only warms bottom maybe 10 wipes. I only add a few wipes at a time. Frustrating.
