I think that would fit well. With the laptop section completely separate, there is plenty of space for the binders

Q: What's the difference between the "one size" and the 17" drop down other than price?

One size = 15" and the other one is a bit bigger at 17" :D

Q: Does it strap on top of a carry-on?

Yes, it has a strap on the back where you can put it on top of a carry-on. It is a very nice bag.
