Is it ready for creating cells or I still need to mix it with oil?

You won't need oil but you still have to mix it in resin to pour

Can this be used for small projects like tumblers?

This pigment is very thick and will not set right unless mixed well with the resin. I would honestly stick with regular white alcohol ink for tumblers. I do like the product though.
