No, it’s not a mill and does not make flour. It is a flaker for making rolled oats (or other grains) for granola or muesli.

Q: Can you flake whole oats? similar attachement for kitchenaid mixers won't accept whole oats only grouts. we want to flake our own from whole oats.

When I order whole oats at my local Coop, they actually order oat groats for me. I have never used unhulled oats with the flaker attachment, so I don't have an answer for you. Q: Wondering if you can adjust the thickness of the oat flake this machine produces? We are looking to create very thin oats

There is a screw/dial in the front that can be tightened to adjust the thickness. I am not sure what you consider very thin, I have mine all the way tightened and it produces flakes that work for my granola making.
