Q: Can these be reused once they dry from their first use?

They fill up like a huge pillow so we haven'tt reused them. I don't think they are reusable but let me tell you they are great with any and all leaks and floods.

Q: they show these on Prime but then it shows delivery 1 to 2 months, is that right?

I received mine right away, but that was a year ago.

Q: Can they be placed and left as a permanent solution

Mine have been in same place for months with no problem.
