Yes it is basic Japanese dashi soup base and can be used to make udon, soba and cold soba soups.

Can this be use for Tare for tonkotsu ramen?

In Japanese cuisine, tsuyu is not generally used for ramen. Can you use it? Of course. Should you use it? Not if you want to make ramen the way it is usually made in Japan. Ramen is actually a japanese adaptation of Chinese noodle soups, and is generally made with a meat-based stock, whereas this product is intended to be used with native Japanese noodle soups, like udon, soba, and somen.
