Yes you can, if hair is fairly short use fingers to style or if longer you can twist the hair around fingers to curl it.

I don't see why not. I have only used it on damp hair and use on a regular basis.

You can apply it to both. It always works better for me on wet hair though as otherwise it can make my hair a little hard and crunchy.
