How does one clean and more importantly, dry the open exposed end parts of utensil? i'd like to prevent mold and bacteria from growing inside. thanks.

Hi - Best practice is to clean and dry your knife before you sheath it or store it away. Although dishwasher-safe, we recommend hand washing with running water (or hot soapy water if greasy). To dry clean use a non-scratchy soft cloth immediately after washing.

is this TSA compliant?

?! No -- assuming they find it, TSA will not let you bring a stabby knife with a c. 3" long serrated stainless steel blade onto a commercial flight. In general, TSA misses a lot of stuff; however I wouldn't rely on the fact that the knife is cleverly sheathed in/integrated with the handle of a plastic "spork" utensil to do anything at all to prevent the TSA from detecting its presence on your person or in your carry-on luggage.
