Can you remove the clear plastic part on the bottom (where water is pulled in) to clean if the plastic part gets clogged or accumulates pet hair?

This is the best feature of this machine, you can remove everything easily for cleaning, all the brushes, the suction where water is pulled in has a simple lever then remove, the mesh filter, a smaller filter an easy empty hole so you don't need to take the two parts apart every time you empty.

Would you recommend for pet owners? I have 4 pets and wonder if the pieces are easy enough to take apart to remove hair that will surely accumulate

Absolutely not. Worst machine Hoover has ever put on the market. First its so lightweight, there is no way it can get the dirt out of any carpet. I have always owned Hoover products...This was so bad I stopped in the middle of cleaning the kitchen carpet...it soaked the floor and the suction was so poor I had to use a shop vac to get the water out of the carpet. Now this was indoor/outdoor carpet, I cant imagine using it on carpets with a pad. Its so bad when I called to return this machine I WAS TOLD TO THROW IT AWAY - WHICH I PROMPTLY DID! Shame on Hoover, for for mfg. this piece of junk.....I own two small dogs and they do not shed, so I would think you would need a heavy duty for larger animals and ones that sheds.

Does this machine have the option to not use heat? And does it have a rinse option?

There is no heat so no worries. There is a rinse option, just flip the switch. Be aware that cleaning solution comes out of the nozzle until the water clears the hose inside the machine however. Cleaning solution will come out for quite awhile after flipping the switch. Likewise when flipping bak to cleaning solution (wash).

Does it come with a hose and attachments?

Yes, there are similar but different packages that varies on the attachments.
