Can this be placed on top of a glass screen protector, and still have good quality?

It doesn’t need to be placed on top of another glass protector. It is glass with a matte finish that goes right on your phone. It’s a glass screen protector just like the clear shiny ones only matte, which doesn’t show fingerprints like the non-matte finish ones. It looks cleaner to me because of that.

Is the protector for iphone 13 because when screen protectors say 13/13 pro they are not the same and they can't fit both models?

It fits both. The 13 and 13 pro are both 6.1" screens. The 13 Pro Max is larger.
