Yes, just change fittings. The gas line comes with one fitting each in male and female fittings.

Q: Will this work on a gas range, and will it connect to 3/4 in black pipe?

This is specified to be a natural gas line, so its use on a gas range would fall within that specification. The fittings are 3/4" pipe thread (male at one end female at the other) adaptors attached to 1" pipe threads. So if you do not currently have pipe threads, or one of them is the wrong gender, then you would need to get an adaptor. You will also need to use the natural-gas-rated teflon tape to apply to the threads prior to assembly to comply with code. If you have any doubts about any of this, you should call a professional, since a gas leak inside a house can result in a lot more damage than the cost of a plumber.

Q: Do both ends swivel? Is it rated for outdoors?

Mine swiveled both ends and I recall (I think) the fittings were brass mostly or all, which should hold-up outside fine for years.... if worried about it put some good quality exterior tape over the metal
