The tassels/fringe come pre-cut - all you need to do is twist the paper to make loops at the top. Then you tie them to the included string. The entire tail will take about an 20 -30 minutes to assemble, please plan ahead. P.S. - be aware, the balloons are fragile, they tend to break easily. We don't accept returns, if the balloon burst when inflated. HELIUM INSTRUCTIONS: Helium filled balloons can float for up to 12 hours, however this is depending on how they are handled, transported & weather. Helium is sensitive to temperature so avoid extreme heat & cold. On a hot day your balloon may only float for 2-3 hours. Our recommendation is to inflate the balloon very close to the start time of your event. Please be aware of sharp objects, your balloon will pop.
