No, they are not stiff at the bottom. The shirt is the same material all over.

I don't know. Having said that it look to be safety orange like a road crews or construction workers wear

I am also definitely “old school” and although I am not sure what you mean by “heavyweight” I believe that these sweatshirts are as close to what was made in the 80’s as you are going to get.

Regular navy is darker. New navy seems brighter, nicer looking.
