The CPUs in high-performance routers do get hot and benefit from having a cooling fan under them. My ASUS AC-RT88U CPU was close to 70 degrees Celsius without a fan in an air conditioned room when I first got it, uncomfortably close to the max rated temp. I put a single-fan 3" Antec cooling fan under it and the temp went down to 63 C. I recently bought a higher-flow cooling pad with two 4" fans and the CPU temp dropped to 53 C. I highly recommend router cooling to extend its life and improve performance, as some will reduce clock speed to avoid overheating.

If laying the cooling pad on my lap will it be comfortable?

If it's not comfortable on your lap. Go to Home Depot & buy a small piece of 1/8" Masonite or pegboard. They will cut it for you to the size that you need, like 17.5" x 13.5". Place the board on your lap, then the cooler & laptop on the board. The board distributes the weight better & if you use pegboard, it will let maximize air flow better, keeping you cool in the process.

how do you turn it on?

There is a USB cord attached to the machine. As soon as you plug it into the computer, the fan turns on. I have it on right now and all I can say is Ahhhh!
