This is a wired unit, but does have the male usb end.

Can you play two players on this portal?

The game lets you play more then one player and you only need one portal per game. Yes you can play 2 player with the portal.

What does LOOSE wired mean? My son bought the game used can he plug this into the wii and play?

Yes it he has the swap force game and the figurines. It will work fine.

Wanting to use this for disney infinity characters (just to light them up). will a pc usb port get it to handshake and turn on?

I don't have Disney figures. But my guess is yes you can alight them but obviously not play with those figures in a Skylanders game. I checked online - most people think so, but I can't 100% be sure. But chances are high it would work for display purposes.
