Q: The hardner is paste and not liquid so how much do I need to add the the resin please.

This very much depends on the ambient temperature colder needs slightly more warmer slightly less eg: golf ball resin try 2peas harder then +or- to suit temperature/job molds can heat up in congestion points so may require less a layup job in the open air slightly more.

Q: Do i need a gell coat on top?

the set is all included, I'm not even sure what you mean, I used it for the first time without any prior experiences and it did work for me.

Q: Using the kit to mend a small crack in a fiberglass roof which has a dark grey top coat applied will I need to apply a gell coat over the repair?

When you have finished the repair you will need to "seal" it with a coat of Hardned resin with some pigments for colour contrast. I don't know how familiar you are with moulding but they are built from the front/face out so the surface that is on show "the Gell coat" is layed up first and the support/strengthening layers added behind however when repairing fiberglass structures it generally happens in reverse working from the outside in there will be some useful videos on YouTube for guidance.
