Is this soy-wax 100% American grown?

Yes, it's 100% pure American soy wax. I ordered wholesale direct from Cargill by the pallet from 2007 on, and the price always was determined by the current trading value of soy on the market... which I thought was pretty awesome. Usually a BIG difference in soy from Friday's to Mondays... but yes, it's pure and all grown in the Us.

This wax is for container candles.

is it pure soy or what is the blend?

It's pure soy, no beeswax. Cargill has a proprietary wax extrusion process which is why it's referred to as their trademark "naturewax". All the pertinent info is available in the msds download from cargill direct.

Can you use it for making tarts

It is ok for the application unfortunately none of the soy waxes are great for that application.
