Q: Is this heater safe to use in enclosed small space

The heater does give off trace amount of carbon monoxide, water vapor and does displace the breathable air. So I would say I would not use it in a tightly closed space.

Q: Can this be used inside pop up camper?

Yes, works amazing. I have a pop-up truck bed camper and take this with me everywhere.

Q: What are the BTUs on low?

I am not 100% sure on that actual BtU’s on low. I know it’s around 12000 btu’s on high. When I would work out in my garage, I would start it on high and half to turn it down to low. Some cases I actually turned it off. I used it this winter a couple time’s while ice fishing, once in a tent and it cooked us out. The other time we just put it by our feet and used it to heat both are feet and hands . For me personally, it was worth the money. I actually have bought two and haven’t regretted it yet! Hope this helps some.?
