Q: Can these be cut down to size as I can't seem to find a 30"?

Yes, as long as you have the right tool to cut them.

Q: Can this be used on the outside of a storm door?

It's made to go on the outside of a screen door, so I would think it would also work on a storm door. It has pre drilled holes for the screws.

Q: My office door has a gap between the bottom of the door and the floor, which makes soundproofing a problem. Would this product help w/ soundproofing?

We tried this product for soundproofing and it did not do much to buffer the sound. We will have to return it and find another solution.
