Q: Are these rubbery or more like hard rigid plastic?

The tiles are hard plastic. They do flex some, but would break if you somehow managed to bend it in half (which would be quite difficult).

Q: Are these easy to cut?

I used a table saw and it worked well. the plastic is solid but easy to cut, Any tool should work.

Q: Can theese be stacked for thicker base
