Q: What type of material is on the outside (plastic), and does the cover lock in place?

Yes outside is plastic. While lid does lock in place it does not seal tightly, so if it is full of liquid be careful if you move it as some might come out and if very hot could burn you. It does keep food nice and hot for a long time.

Q: Does the steel liner come out?

Never tried to take it out but I don’t think so.

Q: do you cook in this or just serve?

This is just for serving food. The container that holds food is made of steel and is attached to the hotbox. The exterior is as in the picture, that is why this cannot go inside a microwave or stove top.
