Q: What are the dimensions of the plates in this?

Just a guesstimate....maybe 2"×1" and 2"x1.5"....-ish. There 2 different sizes of plates to mix and match to make the design which is probably around 3-4 inches tall.

Q: Where to find paper refills ?

According to my granddaughter, the paper that comes with it is not regular printer paper, but she said you can use printer paper cut in half. She’s never bought any refills.

Q: What are the dimensions of the design paper?

You can use just plain printing paper and if you want then you can cut it to size. My 5 yr old Granddaughter loves this and that what we do for paper. Printer paper is very inexpensive.
