The blue package is just the European version with French/German language on packahe; It’s just the packaging that is different. SAME Part number/product.

Q: is it worth buying a seperate head to shave my pubes or do you guys all use the same one?

That's a great question! We do not recommend using our 73S Foil and Cutter to shave your pubic area at all. - The Braun Team

Take it into a Walmart or target to find out. I did that and they opened the package to see if it worked for me.
